This essay asks a question that no conventional analysis of the Gulf conflict has raised. Nine months before the strikes, Iran moved four hundred kilograms of enriched uranium to an unknown location. On the morning of the attack, its full senior leadership assembled in one place. Iran protected what it needed for its future. It did not protect the people who ran the country. The simplest explanation is an intelligence failure. This essay proposes that it was a decision.
